World-class social entrepreneur. Safe housing advocate. Bricklayer. Dr. Elizabeth Hausler is the Founder and CEO of Build Change and a global expert on resilient housing, post-disaster reconstruction, and systems change. Elizabeth’s strategic direction and leadership have grown Build Change from a few employees in 2004 to a global team spread across five continents. She has profoundly influenced global development policy by making resilience a major consideration for reconstruction efforts.
Noll Tufani has blazed a path to scaling disaster-resilient housing through technology in some of the most rugged terrain and challenging environments on the planet. He brings a combination of vision and pragmatism to his role as Chief Operating Officer, a role he assumed in 2020 after more than 10 years of leadership with Build Change.
Lizzie Blaisdell Collins is one of the world’s foremost authorities on the creation of building codes in the developing world where they never existed before. As an expert in earthquake-resistant engineering honed over 15 years of experience designing housing for high-seismic regions, Lizzie oversees the quality of Build Change’s technical and project solutions around the globe.
Juan Caballero has pioneered the use of seismic retrofitting for existing housing in international development. He is a noted disaster-resilient housing advocate and a trusted advisor to governments, multilateral organizations, and other partners on how to improve housing quality throughout Latin America and the Caribbean.
Tim M. Hart, P.E., S.E., LEED AP
Engineering and Design Services Director; 2020 Simpson Strong-Tie Fellow for Excellence in Engineering
Tim M. Hart has 30 years of structural engineering and building construction experience across nine countries. Tim believes in the power of resilient housing to change lives, and has worked with Build Change since the organization’s early days. In addition to his role as Engineering and Design Services Director, Tim is the 2020 Simpson Strong-Tie Excellence in Engineering Fellow.
Michelle Ruhlin Nicholson is a Marcomms jack-of-all-trades who has led or supported campaigns, events and projects in more than 30 countries for diverse groups of donors and stakeholders. She tells the story of Build Change’s innovative approach to resilient housing and enhances the visibility of Build Change’s initiatives worldwide.

Finance & Administration Manager (Nepal)
Kailash has worked with Build Change as part of the Nepal senior management team for nearly 5 years. He specializes in the responsibilities of Finance, HR, Logistics and Administration Management.
Finance & Admin Manager (Philippines)
Jonalyn is a Certified Public Accountant and is studying for her Juris Doctor in Law. She has a 19 years’ solid experience in Finance and Accounting through a range of start-ups and well-established companies.
María Fernanda Holguín Alvarado
Finance & Admin Official (Latin America)
María Fernanda (also known as Mafe) is a professional in finance and international trade and has been working for Build Change since August of 2017. She is responsible for the Administrative, Financial and Human Resources areas of the organization in Latin America.
Bianca holds a degree in business and has eight years of experience in administrative as well as customer service roles. She excels in organization and works to make a positive impact through her office management and operational support of the Build Change team.
Program Management Staff
Program Manager (Nepal)
Alastair oversees Build Change’s current projects in Nepal, ensuring they meet the required deliverables while maintaining Build Change’s high standards in quality. In addition, he is also responsible for ensuring the program meets Nepal’s need for preventative action to increase the country’s resilience. He has an engineering degree and has worked extensively on risk modeling and financing.
Sandeep Man Shakya
Project Manager (Nepal)
Sandeep has been with Build Change for the past 5 years, working specifically on implementing retrofitting projects in different districts across Nepal. He holds a Masters Degree in Structural Engineering and has more than 10 years of experience in structural analysis and design of different kinds of structures.
Project Manager, Housing Finance (Philippines)
Girlie Lopez’s passion is creating access for low-income families to financial services. Over the last 17 years, Girlie has become one of the Philippines’ foremost microfinance specialists. At Build Change, Girlie oversees the scaling of housing finance loans through the organization’s microfinance partners.
Project Manager (Philippines)
Kim is responsible for the development and end-to-end management of post-disaster “build back better” and pre-disaster resilient housing and school programs in the Philippines. She is a civil engineer with a postgraduate degree in business administration.
Project Manager-Engineer (Colombia)
Stefano graduated in 2011 and worked, as a structural engineer, in Italy, Peru, and Ecuador. Stefano joined Build Change in 2016 and since then he has been involved in different Build Change programs, such as Nepal, Haiti, and Federated States of Micronesia. He is responsible for implementing project work plans and trainings in Latin America.
Adriana Duque Pardo
Engineering Professional (Colombia)
Adriana works on technical resource development in Latin America, evaluates housing vulnerability, supports on structural retrofitting of housing, checks bills of quantity and construction inspection checklists, provides technical assistance to homeowners to design safe houses, supervises construction, and trains builders in disaster-resistant construction practices.
Lead SE Asia-Pacific
Liva is responsible for controlling the quality of design information and implementation for projects in the Southeast Asia-Pacific region. With 14 years of experience in the field of structural engineering, Liva has been involved in retrofit and confined masonry house designs, construction of school buildings, along with conducting research and testing program, quality control of design information, project implementation management and activities monitoring.
Project Manager – Technical Services (Philippines)
Roel is responsible for managing the Philippines technical team in developing resources aimed at specific audiences and partners to support disaster resilient housing. He is a civil engineer with 10 years of experience in structural engineering and project implementation in telecom and industrial projects.
Engineering Program Associate
After graduating from UC Davis in 2007, Oluwaseun worked as a structural engineer for Strandberg Engineering in the San Francisco Bay Area. In 2015, he transitioned into the humanitarian sector with All Hands and Hearts before joining Build Change in 2018. His role supports our international team of engineers to make safe construction accessible to as many people as possible.
Louise is a structural engineer, primarily focused on Build Change’s reconstruction and resilience projects in the Caribbean. She joined Build Change in 2017 after working in the UK and East Africa.
New Frontiers Technology (NFT) Staff
NFT Coding Hub Manager (Nepal)
Nirmal develops coding solutions, provides technical assistance, and manages the development of several mobile, web and AI-based applications. He has 5+ years’ experience with a wide range of systems and applications such as web, Business Intelligence (BI), and Geographic Information System (GIS) along with 3+ years’ experience teaching college programming languages courses. He graduated from London Metropolitan University with a Bsc. Computing (Hons) degree and is a member of British Computer Society (BCS) and International Association of Engineers (IAENG).
BIM Technologies Specialist
Allie helps develop new technologies for the New Frontiers Technology team, focusing on building information modeling and automating BIM workflows for retrofitting solutions. She has supported Build Change programs in Nepal and Colombia. She studied civil engineering and global development.
